This is the painted witch charm that goes with the Just Nan Witch Way (JN121) chart.  It’s new in the same package I purchased it in years ago.

I had a hard time getting the colors to show properly in the photos, but the brim bristles are a golden brown color, her face & hands are green, her dress is black and her cape & shoes are purple.
